Landlord Incentive Program
The Reno Housing Authority (RHA) implemented its new Landlord Incentive Program on October 1, 2017. The program provides additional Housing Assistance Payments (HAP) to landlords who have lost tenancy through any one of four causes. The four instances in which the Landlord Incentive Program could be utilized include:
- When a tenant passes away while still under lease. The RHA will automatically pay HAP through the end of the month in which the tenant passed away.
- When an eviction for cause is filed through the courts and executed. The RHA will automatically pay HAP through the end of the month in which the tenant vacates or is locked out.
- When a tenant vacates without providing notice (skip). The RHA will automatically pay HAP through the end of the month when proof of legal possession of the unit is provided.
- When RHA terminates a family’s housing assistance for violation of program rules and/or family obligations. The RHA will automatically pay HAP through the end of the month in which the termination takes place.
Prior to this MTW Activity, the RHA was not permitted to pay Housing Assistance Payments (HAP) to a landlord beyond the date of move out, except in very limited situations. Under the RHA’s new Landlord Incentive Program, landlords participating in the HCV program may receive the balance of the Housing Assistance Payment (HAP) through the end of the month if a tenant moves out suddenly, at no fault of the landlord. This additional HAP will be paid through the last day of the month automatically and does not need to be requested by the landlord.
In addition to the automatic HAP payment through the end of the month, landlords may request an additional one month of HAP in the same four circumstances. Landlords may use the additional HAP as compensation for damages or to make up for vacancy losses.
All requests for the additional month of HAP must be made in writing to the RHA on a Request for Landlord Incentive Form no more than 30 calendar days from the date of the action, which resulted in the unit being vacated.
